Alright, so…
I made a test webpage… it should be here. It’s not even really finished and I will change it as I see fit later on.
The design is basically to show what I feel a good layout for a design is – tables aren’t for everyone’s taste but I feel they demonstrate a basic layout in the way I want it to. At the top of the page there is the title – it looks basic for now and the size of the table allows a picture to go into the gap which could state the title better. Below this is the first of the links bars – I decided for useability purposes to put links sections at the top, the side and at the bottom of the page. Depending on the size of the page this could all get a little crowded but I think it works well. The main body of the page has plenty of space to include information. The borders for the tables are made quite thin so the tables don’t stand out too much, if you follow me.
The font I have used for the design is readable and (to me) clear on the eye. For continuity purposes I believe it is better to maintain the same font throughout a design and not waver between two or three. Indeed, for any other pages, I would be including the same sort of design for each. The links are clearly labelled as blue and underlined, which is the normal web format. To emphasise the different sections, I have used bold effect on the headings…
The pictures I have used aren’t really necessary and I was just showcasing them – one of them takes a longish time to load. Which is annoying. Of course if I was to modify the design I would remove this picture and replace it with something else or indeed not use a picture at all.
The colour scheme is a gentle blue and white – I have used darker colours with white text before and whilst it’s okay, I have come round to believing lighter colours are nicer and generally more the norm on the internet.
Things I would change = the layout of the links (I forgot at the time how to put them at the top) and the picture… there are probably other minor things that require change.

Overall I found your design to be sound with good size text with appropriate font and contrast. The layout showed an effective use of tables to put various parts of the page into a sound context.
We will be looking at how to use CSS to style these pages and that will give you more control over the layout.
